The 4 I believe we are picking from are Rouge, Thomas, Wiseguy and Papps.

Im sure they have random order generators online
put 4 names in, hit randomize 10 times, #1 gets the team

I see what you are trying to say. The players change but the value is still the same. The best players are still going to go in the first round.
If we had expanded, essentially pick 1.1 would have crack at the 17th best player now (if 16 were kept between two new teams). But the team picking 1.14 now has a crack at the 31st best player. So everyone is affected and it's all relative.
Either way, it doesn't matter
