Perriman gets the top nod based on location and the role he will play in that location. Fills Torrey Smiths shoes day one.
Parker not far behind, but behind because of the numberous legit targets available in Miami.
Beckham, but buyer beware he can potential be a huge bust. Doesn't seem like he will have an easy transition into an NFL scheme/playbook. High risk reward if available early to mid second in rookie only draft.
Lockett ranked last in this group based on the unknown role that he will play. I do not see him as a volume guy therefore limited ceiling. I am suspecting he is mainly a special teams guy.

Id have to say:
Perriman - deep threat, Flacco has the strongest arm in the league
Lockett - great QB, huge receiver who will get alot of one on ones because of Graham
Parker - Too many other weapons around him
Beckham - inexperienced QB
