Doug Baldwin, Larry Fitzgerald, or Rueben Randle?

I start 1 WR, and 2 FLEX for my PPR league. Antonio Brown is gonna be my WR, and Eric Decker will likely get the 1st FLEX. I'm having trouble picking between Fitzgerald, Randle, and Baldwin for my 2nd one. If Baldwin was 100%, I would start him no questions asked. But with him a little unhealthy, I am having second thoughts. Who should I start at the FLEX position?

Baldwin and it's not even close. I would start him over decker too.

I second Baldwin he is a true number 1 wide receiver for a hot offense.
