You do realize the clock is operated by an official that's part of the officiating team.

It was a bullshite call. The clock should have started as soon the chains where in place. We were fricked last year on the Auburn game.

If you allow for a review in that situation, you have to figure out a way that doesn't give the team a free timeout in that situation. One modification of the rule might be if there is less than 3 seconds on the clock, and the offense has no timeouts, then they aren't allowed to substitute personnel. Just go back out with the 11 that were on the field and snap the ball, just like they would have had the review never happened.
On that penalty, there's a 10s clock runoff too by the way.
What the refs allowed with the review and coming out of the locker room was those substitutions. At a minimum, coming back out of the locker room the personnel on the field at the end of the first down (as determined in replay) should've been required to be on the field as the refs spotted the ball.

Yes they had no timeouts
There was one second, not two and no way they could have lined up and spiked it once the clock started back.. nor rush out a fg unit.
The review gave them free time to bring out their fg unit and they didn’t even start the clock back up so they got a free timeout and free three points.. which ended up being the difference in points.
