Great news.

I do not see a problem with this at all. Most HBCU's were founded in poorer regions of cities. Gentrification is an excellent way of bringing in businesses and cultural harmony.

Yeah, I read this and was a little confused:

Your property taxes rise, but your house doubles in value, more than offsetting your property taxes.

If you are renting than tough luck - move to a new ghetto if you can't afford the new rates. That's life.
