What's next? Turning in papers on time is too stressful? Just let them turn them in when they want. One week late, one month late next semester, or the semester after.

So...um...fines aside, what the hell is a student supposed to do if a book they need is checked out, and the other student who has it won't return it?
I would think not being able to obtain a book I need for class or research is a hell of a lot more stressful than a couple dollars in fines.
Do the people making these decisions even take two seconds to think through the logical implications?

Apparently not, at age 45 I took the LSAT exam at a local college, it was to start at 8:00AM, I was in my seat at 7:45, at 8:10 there were still students wandering in, the proctor said we would wait a while longer for late comers, then there were students that didn't even bring a pencil. The doors should have been locked at 8:00am, showing up for the test on time with a pencil should have been the first elimination round for those that wanted to be a lawyer.
