There isn't another good way of sentencing someone for intent when they are more likely to harm the public though. I guess you could call it public terrorism if someone just kills random people and lose the killing based on classification distinction. My idea is to sentence these people even more harshly than premeditated murder (which requires that you know the person, I think) since I don't think someone who randomly kills should ever be released to the public, and premeditated murderers can be released
But I'll also agree that my reasoning for the bill is not necessarily the way it's used right now. Hate crime bills are currently used to protect only minorities groups, when they should be used to protect the entire public from insane individuals. Our legal system is backwards though, and we should move closer to a system to protect the public, not just to penalize the individual

SEALS and every other soldier/sailor fall under the rules of the Geneva Convention. A special law for combatants, wounded, sick and injured soldiers, POWs and civilians.

I'd rather attack the bill for what it is: Unnecessary Legislation.
We've already got laws against:1) battery; 2)assault; 3) types 1 & 2 specifically against 1st responders; 4) murder; 5) murder of a 1st responder.
Why is there MORE legislation against harming 1st responders? Looks like we've got it covered already and done so redundantly already.
Oh I know! Because criminals and the insane are sure to cease and desist once the number of charges reaches a certain level! That 299th charge was close but not quite, we need that 301st.

How do you think setting punishment happens? The prosecution is allowed to put on nearly anything and everything to prove why punishment should be harsh. That includes their intent and the likelihood they will threaten the public again.

What? You really think the only way to look to intent is to make a bright line rule that committing a crime against a certain class of individuals makes it a "hate" crime?

I mean, it is a pretty pointless bill. Being a cop is a choice, and making the choice to enter that line of work, you know full well that there are people who will try to hurt you based on your position.

The whole idea of a hate crime is just dumb any way IMO.
If I kill someone specifically because I don't like what race they are, is that really worse than if I killed someone because they said they don't like pizza?
Seems like the killing is the main issue here.
