Depends on the iteration, but yes, that is true. I would be surprised if they keep his face covered at all times for the show though.
ETA: Black Bolt is 4 years older than Maximus.

Cullen Bohannon was a badass.
Too bad the writing let him down in the later seasons, but he was still a tough sumbitch.
