I think I need a new router.

My Netgear router is 5 years old. I have to restart it every few days because it locks up or quits working. It's mostly when I have been away for a while and come home and I have no internet.
Should I get a new router? If so, which one?

Go to Amazon, search for a router that has a few thousand reviews and 4+ stars in a comfortable price range for you. Here are a few.
Cheap

Moderate

More expensive, but good

There are more expensive options, which bring negligible benefits, it all depends on what you use it for. I am partial to D-Link and ASUS. Netgear is a good brand also.

I have a desktop that is hardwired with my fiber so I get 0-3 ping, 90 up, 90 down on regular bases. Off my router and an apple air laptop, I get 8 ping, 10 up and 15 down. Will an N300 router help bump up these rates for me?

Apple Airport Extreme refurbished for $129
If you are feeling rich and want to hop on the mesh network bandwagon, eero wifi system for $299 (3 routers) - To get the $299 (instead of paying the full $499) price, tell eero support that you want the pre-order price or else you will go with the Luma. I did and they gave me a coupon code that knocked $200 off the price.
