UN Pay and Perks: 2 years of study, still a mystery

We pay 22 percent of the UN's budget, plus many, many contributions to its organizations such as UNICEF.
Yet GAO can't figure out just how much the UN's bureaucrats (who put the average peon bureaucrat like me to shame) are really paid. And the Obama Administration stopped disclosing how much it's paying to the UN.
I would ask if someone can defend this, but roping the wind would be easier.

How should the US GAO determine this, the GAO has not rights there.

They're trying to figure out how much the US is paying to the UN for these items.
