The inaugural Miami Beach Bowl and BYU

I see where BYU will play in the inaugural Miami Beach Bowl if they are bowl eligible this year. What's up with that? How is this bowl game already giving out bids?

BYU is an independent. They can strike up deals with bowl games just like conferences do. But if they fail to win the minimum number of games required by the NCAA to participate in a bowl game, the spot will go to a different school.
I'm pretty sure Navy has done this in the past.
