The agencies who dropped the ball will doubtlessly argue that they need more money and will likely get it. It's funny how government works so differently than the private sector...it's like opposite-land.

No doubt. We suck, can't do our job, sorry your loved ones are dead. Give us more money to buy more stuff and take away more of your freedoms now.
