Queretaro's players ‘earned’ the right on the pitch to be relegated to Mexico’s Ascenso MX in 2012 due to their performance in the percentage table which is calculated in three year spans.

However because the Mexican league club owners decided to do away with another separate shady issue, that of multi-ownership, Queretaro owners took advantage of the fact that a first division club was up for sale and bought their way back into the top flight. They bought the Jaguares de Chiapas franchise and moved it to Queretaro. Thereafter life went on as if they had never been relegated.

There was a cascade effect. The Chiapas region was not without a team for long. The owners of San Luis promptly moved their club from from Potosi to Chiapas, leaving their supporters high and dry. And recently promoted side La Piedad was moved to Veracruz when their owners found a bigger market there and the perfect excuse to not renovate La Piedad stadium to first division standards.

Queretaro's legal loophole deal to avoid being sent down to the second division caused the ripple effect of musical chairs between teams and venues. FMF (Mexican Football Federation) saw a problem and moved to change it almost immediately. One week later, the Federation made official the rule change that any team that won promotion into first division had to spend a minimum of one year in the venue that saw them win promotion.
