They would have no reason to raid him without an indictment. They currently have no reason to arrest Bannon.

The US Attorney for DC will take it to a federal grand jury and get an indictment by 03:30 that way the FBI can be ready to go at 04:00.

Nothing. Bannon is following precedent that when a president exerts executive privilege those who work for him follow that.
