Suspend them from school, what planet are you people living on "Mayberry with sheriff Andy Taylor"?
Some years ago when I lived in Richmond, decades before BLM, a black kid chased another through the hall shooting at him. The school suspended him, the parent (there are never two) sued the school board stating that it was the child's right to an education, won the case and the school had to provide a tutor for the shooter.
The lesson, if you can find that drop of DNA in your ancestry, you too might just have to give your kid a gun to get free home schooling paid for by your local municipality.

I am familiar with local school board that had this type policy and believe me, fighting is/was almost non existent. It did not happen.

Problem with such policies are that removing the punishment does nothing to change that it is one particular demographic causing most of the incidents.

In that case place the guilty one(s) immediately in lock down in Alternative school. All school districts have those. At least they would not have access to the general school population. In any case, the parents could file assault charges against the guilty party.

But if you do a drive by at a park on memorial day and shoot 29 people but only one dies its not a mass shooting.

I would say that the vast majority of the school districts in Alabama still allow suspensions. Alabama is not Richmond. Thank God.
