It is impossible to have a safe and secure election where everyone on the rolls is sent a mail in ballot

If you look at the county-by-county results of this recall election, they're very similar to the 2018 and 2020 results. In all three elections, the heavily populated coastal counties, as well as Sacramento, voted Democratic (no on recall) and the more rural counties of the San Joaquin and Sacramento Valleys, and the mountainous interior, supported Republicans and voted "yes" on the recall. And the proportions by county were almost identical for all three elections.
California hasn't really changed much politically in the last 10 years. It was Pete Wilson who changed the overall dynamic with his overt anti-immigrant, if not openly racist rhetoric and support of Prop 187 back in the 1990s. That's what has produced the modern Republic of California.

Because at some point in their life they either donated money to the DNC and/or signed up for the mailing list.
The DNC doesn’t know how individuals vote.
