Absolutely not for smallpox. The injury rate for the vaccine was extremely high, and because of the transmission route of smallpox, it was mostly controlled in developed countries. Even still, you saw vaccine mandates in America from employers in the early part of the 1900's, especially after outbreaks. You should read the book Smallpox: A History, especially the chapter 'Vaccination is Un-American,' as it gives a very good account of the history of the disease in the modern era.
