Foaming liquid near tree roots

I recently noticed a foul smelling liquid leaching up through the ground near an oak tree root. It has been continually foaming for the last 2 weeks. The flies seem to love it, does anyone have any clue what could be causing this or how to get rid of it?

Possibly a sewer line that the roots are starting to disrupt?
