No, they don't have any "giant" culverts, and what little they have can't do much hence the installation of the dam on the roadway. The lake itself has been full for over a month. It has served it's purpose, and is now being controlled to protect those down stream. This includes folks who did not build within the water shed and also some industrial facilities. Remember in 2016 when Honeywell lost an acid tank due to high water? A big part of that was allowing Manchac to erode alligator bayou road and run uncontrolled.

They lost an acid tank, but it damn sure wasn't due to high water coming from alligator bayou.
