I think most people assumed Fredo knew he was going to the gallows.
The tentativeness of him going on the boat, realizing the ride made no sense with just him and an enforcer after the kid gets removed.

This. Fredo may have been slow but he wasn't stupid. The only reason why he was going out on the boat was so that he could take his nephew fishing. When his nephew got called in and Michael's #1 enforcer took his place, I'm pretty sure Fredo would have been wise to what was going on. At the very least he would have known something was off. I feel like Michael would have forgiven Fredo if he were just stupid.
