I would throw Andre Agassi in there. Was the next big thing for several years but couldn’t quite get over the hump in majors. Made semis a few times and finals a couple of times at the French and US Opens and came up short before breaking through vs. Goran Ivanisevic at Wimbledon in 1992. One of my all-time favorites and had a whale of a career, but if he had put it all together earlier, would’ve had as many slams as Sampras.
