You can use a private cloud and still have full control. You just have to provide your own infrastructure, hypervisors, etc.
Absent that, learn all you can about containerizations, federation and kubernetes.

Further, based on what type of cloud model you use, the vendor has varying levels of security requirements. More often than not, it is clearly spelled out in the SLA.
