Civilian control of the military is something that took time to be codified into the U.S. tradition. I know that SecDef must be a civilian, or be provided with a Congressional waiver if they are still in the military. That’s a law that came about in the 1940s.

I don’t know for sure if the president has to be a civilian now, but I would assume so.

N’Djamena and the entire country itself has a very interesting history and has been an ally of the US for some time. To those that have been to Club One in N’Djamena also know that they are big allies to France as well. I don’t miss the tapis rouge that Deby frequently had going to and from the airport but it is a remarkable place to live.
