Outer layers have to be fire retardant so it’s essentially cotton, I assume. So I’ll be fricked in anything wet but I can stay in my office with any precipitation. Mainly concerned about being miserable to go outside to check on projects we have.

Not necessarily - if they're issuing OSHA/CSB rated stuff, could be nomex/kevlar blend (like flight gloves).

If you can add a fleece on top of the 2.0, as long as you have something to take the wind, you should be fine down to 20, 25 or so for short trips outside.
