They had 8 players opt out, but only two were on defense (Chung and Hightower) but the opt out players don’t count against the cap, their contract just basically gets frozen until next season
The opt outs did happen late in the process tho so it gave them a lot of cap space that couldn’t really be used because free agency was over with
