Yes, I was watching the Quantum Entanglement Theory debate on PBS. At the end of the program, it shows China's progression with their Quantum Network.

no it isn't. The government does have some closed networks that are airgapped from any other network.
They can only be accessed in person so hacking from remote locations can't be done.

The only way a "truly unhackable network" could exist is if you could trust 100% of the end users that have access to it to never give up any information.
You could close it off from remote access completely, sure. But you would have to assume that everyone that DOES have access would never use what they know for malicious intent, or give out the information to someone that could.
And before you say impossible, believe me, saying something is unhackable just makes it more likely to be hacked. Apple used to say that their iphones were imposible to hack back when the FBI wanted access to them. Someone figured it out eventually.
