I wonder if there is something common to when that last happened?

I guess we'll have a good idea on whether defunding the police works in a year then. It'll either get better real quick or it's totally crap.

If those officers are better trained it might work well.

Think of it like any other workforce, more isn’t always better. Sometimes fewer, better trained staff is more effective.

Spoiler alert if you don’t want to wait a year to know. It will be much, much worse, because make believe and real life are very, very different.
