They do this effectively in southern states because the older GOP voters in the south used to be democrats and they like the more establishment moderate GOPers like Graham while the younger conservatives like the more conservative candidates. Louisiana ended up with JBE because people were tired of Vitter. I heard plenty of conservatives saying they weren’t voting for Vitter because of the scandals.
