But in fairness, if a walk-on is recruited by other schools and offered athletic scholarships, isn't he considered a scholarship eligible recruit at other schools? Doesn't this somewhat circumvent the intent of the rules?

If your being recruited by other teams why would you walk on somewhere? That's makes no sense.

it doesnt matter who offered you. if you want to be a walk on somewhere you can be. it wont affect that school's scholarships at all.
