Well, you're pretty limited there.

Rem 700 magnum action for $400, barrel it for about $600, mcmillian stock for another $600, and a $200 trigger maybe? Thats probably doable.

An off the shelf rifle is probably a better route to go here, especially if you're set on a 338 lapooah. I believe savage has one.
