I was gonna recommend Kelblys until I saw your budget. For a sub $2K build, I would typically recommend an older Rem 700 action, that is blueprinted, S.S. select Match barrel , and a used HS Precision take off stock. Build would come in under $1500. Unfortunately Rem has gone to shite and you will lose your arse on the investment.

As ugly as Savage rifles are, I’d recommend a factory Savage 110 FCP that will shoot lights out.
