Examples of a major paradigm shift for New Orleans would be:

-moving from a service/tourism based economy to a tech economy

-the citizenry changing their faith from Roman Catholic to Protestant, thus changing the city's attitudes on alcohol consumption and gambling.

-investment in major land reclamation projects like Holland for the future of the city

not some bureaucratic bullcrap like a new CAO of land use. This administration thinks so small.
