If they need emergency treatment they go to the ER. If they need admission the ER doctor will admit them. There is no requirement that everyone doing outpatient procedures must have hospital admitting privileges. This was a special rule for abortion providers.

EXACTLY! if something goes wrong, these mills cannot get hospital for the patient now. patient safety gone... that's alright though, they can join the victim for all I care too.
