looks to be a UFA in 2023. Also he is owed 34.5 & 37 million over the next 2 years

This offseason could be the year to sign new guys to contracts. Especially with the cap projected to be much smaller.
Beal has 2 guaranteed years left. We certainly wouldn't be able to get a player as good as Beal in free agency. And we may not even be able to land a good player for more than 2 years depending on what the cap situation looks like.
