Mr. Zsaz is the criminal that Dr. Crane is testifying about at the hearing when they go back to Gotham during Bruce's return to Gotham in Batman Begins (after which, Rachel confronts Crane in the courthouse lobby).
As was pointed out earlier, he was also the "leader of the pack" of escapees from Arkham that was menacing Rachael and the boy with a knife when Bats drops down on him and saves them.

In terms of Nolan's vision, I think Bane fits in best, especially if he comes in as an outside hitman hired by the mob to kill Batman.
