It's not about the dome. It's about her setting a (unjust) law that no gatherings of more than (x) people. Any building withing the New Orleans city limits would be responsible to follow it, so it is irrelevant who controls that building. Yes it sucks and is beyond ridiculous, but wanting ways around it to be true is simply hopium.
One way to supersede this is for the State to pass a law overruling city control of such matters, and that's something I don't see Edwards doing. Another would be for the city council to do so with enough votes to overrule any veto
