Boise is surprisingly under the radar still. I enjoy floating the Boise River and heading up to McCall. Haven't done any biking over there though, which is a shame.

Obviously it would depend on what you value in climate, economy, and activities, but I have found
Ft. Collins, CO
Couer d'Alene, ID
Asheville, NC
Wenatchee, WA
Billings, MT
McCall, ID (can get touristy)
Carlsbad, CA (it is in the San Diego MSA though)
Wayzata or Excelsior, MN (winter though...)
Santa Fe, NM

were all areas that I thought could be family friendly with stuff to do.
