Why didn't we concentrate the volume we did have to the most infected areas and then contact trace while we ramped up testing capabilities. Why didn't we learn from the most successful containment and eradication method? Why is New York at a ratio of not even 3 to 1 with positive versus total tests performed and South Korea achieved over 50 to 1.
