Most murders are committed in places where there’s almost no law enforcement presence because those parts of town are so bad.

That's false. A lot of you have no iota of the criminalization and institutionalization of poverty on poor mostly minority segment of the population.
It's not that there is a lack of police presence, in fact police presence is very rampant in impoverished areas.
