While this is definitely a terrible look for the City, the SEOR would be the final inspection agent to "sign-off" on the deck that was to be placed.
Hopefully this report further exposes the frauds at City Hall, but to say they are responsible for the collapse is a huge stretch.
I'm much more anxious to know what entity made the decision to remove the reshores under the decks and what information was used to make these decisions.

Well this is not correct. They give inspection notes on their drawings for others to do because they typically aren’t there.
