And those in that made up community that were not able to contribute with money would be mandated to do work for the community. Also, your made up community analogy implies the money would be specifically for community needs and not be spent on community leaders pay, benefits, pensions nor spent on studies to analyze why fish act the way they do when given cocaine or why so many lesbodians are overweight, or other childish and boring things etc,etc.
