Because most people are honest and recognize that they should pay some of the cost if they are accepting the benefits.

I often wish that the US government would fence a few hundred thousand acres of raw federal land and let every “taxes are theft” moron move there, with the proviso that they can never return to the remainder of the US. Not for medical care. Not for use of the courts. Nothing. Ever.

I doubt there would be many takers.
