there are only 2 possible causes for this
the main vent on the roof is clogged causing it to pull suction and draw the water up and over the p-trap designed into the toilet
or, a rare and almost impossible situation where the p-trap designed into the toilet is cracked letting water pass through it

I had a toilet do this on a rental property.
Had a plastic tampon thingy wedged in the trap of the toilet. Had a little poo on it as well.
Just pulled it out, washed hands, and reinstalled.
