I've checked that and the bowl fills up normal but soon as it shuts off the bowl drains immediately

Sounds like yove got something causing low pressure in your pipes that's causing the water to be sucked out.

there are only 2 possible causes for this

the main vent on the roof is clogged causing it to pull suction and draw the water up and over the p-trap designed into the toilet

or, a rare and almost impossible situation where the p-trap designed into the toilet is cracked letting water pass through it
