I agree. SSDD.
The whole metric is the same bullshite as other "investigations" of late, in so much as you can't actually prove "bias" any more than you can prove "intent" or "motivation".

"We found some bothersome things and questionable reasonings, but no reasonable prosecutor would bring charges. We will put measures in place to make sure this doesn't happen again."

That metric is the get out of jail free card.

Again...the swamp will do nothing that interferes with their control over the power structure.
