That is true. But again Rispone wishes to make changes to areas that were approved by voters already as amendments to protect such areas.

Changes made in the 1970s, when very few voters in this state were eligible to vote (18 in 1973 would be 64 today). And the issues caused by these restraints has become very clear over the past 20+ years.

And it would still be approved by the voters to be ratified.

The entire Constitution was approved by voters.

Many agree it's not a good constitution and it's way too big.
We can change it again. It's not like it can't be done or there will be armagedon. We've had 11 already.
