Yes. His plan is to turn control of the homestead exemption to your local parish. Then your parish police jury will decide whether to reduce or eliminate the exemption. They can't legally increase it above the 75K. So what would your parish do? Reducing it allows for more local taxes, but allows Rispone to say he technically didn't raise your taxes the parish did. More gimmicks, smoke and mirrors like Jindal did in office.
It's why Rispone has been so SILENT on the issue.

Yes.

Well I’ll be dammed. I live in Ascension where the incoming parish president and council want to make huge improvements to infrastructure (which is needed) but I’m not confident that they would keep the homestead exemption at $75k if the state gets rid of it. They could really use that extra money right now to fund their ideas while saying they didn’t increase our taxes, the state did. And our voters here in Ascension are just dumb enough to believe that, too.
The fact that Rispone is silent on this issue worries me. And I’m a huge arse Rispone supporter. I need to do some more digging on this issue before Saturday.

I followed your link and it’s not an article of what Rispone says he’s going to do, but an article of what he might do.

The Homestead Exemption is terrible policy. In BR it means that most of NBR pays zero (or very little) in property taxes yet they still get to vote on what the rest of us pay. I think voting for a property tax increase should impact all property owners.

I believe there should be a small property tax levied on all property. Then an exemption could kick in, but every property owner should pay something.

It's speculation because Rispone won't speak to the issue. Silence is Golden they say. He could easily today, state I will not change the homestead exemption during a constitutional convention. He hasn't and wont.

The sheriff’s association has been behind JBE since the last election, in part because his family was tied in with them.
That money may help matters but let’s not pretend this alliance between them is new and due to Rispone’s policies.

I'd prefer seeing an elimination of all property taxes except on businesses, and move to sales/use taxes. Sales/Use taxes are more fairer, in that everyone shares in paying taxes. Those living in government housing, assisted living centers, etc. would still pay the tax with purchases made. The state property tax exemption doesn't preclude cities and towns from levying a property tax. I know because I just went to city hall last week and paid my mother's annual property tax.

The reason Rispone wants a constitutional convention, is he doesn't want to put forth any new changes as amendments because that requires an election thus allowing voters to decide proposed changes. Here just he and the legislature can undo what voters have already passed as amendment/protections through past elections.

A new state constitution would still have to be ratified by the voters.

That is true. But again Rispone wishes to make changes to areas that were approved by voters already as amendments to protect such areas.

Changes made in the 1970s, when very few voters in this state were eligible to vote (18 in 1973 would be 64 today). And the issues caused by these restraints has become very clear over the past 20+ years.

It's embedded in that link, but the Homestead Exemption does not apply to municipal property taxes.
Not sure of the logic of that, but it is what it is.

Amendments/changes to the constitution have been on-going since the 1970's. Nearly every election year, voters are asked to approve numerous amendments to the constitution. To imply that all changes were made in the 1970's is disingenuous.
