The players know the rules and the consequences if they break them, so ultimately it's on them. That said, I do feel that compliance policies that are excessively aggressive can put us at a disadvantage to other teams that don't have such policies.
Woodward made a statement when he was first hired that said something to the effect that compliance should work with the athletic department, not against them. That led me to believe that he's aware of the situation and that he intends to do something about it.
