During a declared state of emergency, which this is, a parish president, which she is, absolutely can. The powers of a parish president during a declared state of emergency are vast.

what’s so hard to understand?
if the bldg were complete, and it fell down later, she could do the same thing by rescinding the occupancy permit. Buildings in the city are built and occupied at the pleasure of the city. That’s how it works

The public permit and governing ordinances give her the right to order demo of private property if it’s a nuisance or unsafe. What don’t you get?
