Yes, you or your contractor are provided the property line information with what the parish has on file. If they are encroaching and you feel like it will impact your new fence, You can either approach the neighbor about the issue and deal with it that way or call the code enforcement office and have them come deal with it. Just be prepared for the fallout if that pisses off your neighbor.
